First of all, it should be noted that the company «ПАРОХОД» does not provide "forced" towing services from places of improper standing, parking, or stopping.

First, let us figure out in which cases your vehicle may be detained and moved to an impound lot: for this we will refer to Article 27.13, Part 1, of the Russian Code of Administrative Offenses, as in force in 2017 (link), which states that the detention of a vehicle is a compulsory measure in the following cases:

The driver has no document confirming ownership (vehicle registration certificate or vehicle passport/PTS);

The driver has no document confirming the right to operate the vehicle;

There is a technical fault (I leave it to the reader to look up the exact list of faults for which a vehicle is detained);

The driver is suspected of being intoxicated and refuses to take a test for alcohol in the blood;

The rules for parking, stopping, or standing of the vehicle have been violated;

Important notes:

• Loading a detained vehicle onto a tow truck may be carried out only in the presence of a police officer and 2 witnesses (or via video recording);
  The relevant report must also list the contractor company that carried out the transport of the detained vehicle (these are the ones from whom you will claim compensation for property damage, if needed);
• You can stop the loading of your vehicle, if the tow truck with your car has not yet started moving (i.e. at any point during loading, preparation, or while it is "in the air") and you have, and have shown to the police officer, a document confirming ownership. If the "experts at their job" refuse to listen to you, make sure you have a video or 2 witnesses (2 passers-by, take their phone numbers), and also write down the number on the police officer's badge (he is, by the way, obliged to introduce himself if you address him);
• When you are present and have the vehicle documents with you (not the driving license), the forced loading of the vehicle onto the tow truck cannot be carried out without your consent!
• To get your car back from the impound lot, you will also need to pay for the storage and transport of the vehicle.
